Warm outlets and dimming lights
An outlet that feels warm or a light that dims when another load starts is usually a circuit working harder than its wiring wants to. We clamp the digital meter on the circuit to see the actual draw. Then we decide whether the existing wiring can carry it or whether the load needs its own dedicated 240V circuit, the way an EV charger or an electric range does.
Hot humid summers keep the AC running for long stretches, so a circuit that only complains in July is telling you something about its load. We record that draw and check the neutral-ground bond location before we give you a number.
The test we run before re-energizing
Houses this age often have grounding that has been altered or has drifted over the decades. On any suspect run we verify grounding and bonding to code, including where the neutral-ground bond is made. Then we put the insulation-resistance tester on the conductors.
A low reading means the insulation is breaking down. In that case the circuit stays off until the cause is found and fixed. We don't re-energize it and hope.

When a service change pulls in the rewire rule
Racine requires an electrical permit when wiring is installed, altered, extended, or connected to electrical equipment, and the city issues those permits to properly licensed electrical contractors. A service change can also trigger the city's rewire ordinance, so the job can reach past the service equipment itself.
